Though the values won't change, i'll probably change up how the colony regions are listed to approximate the actual Spheres of Interest to be used in-game.

1840s-1850s- border skirmishes with United Kingdom and surrounding powers including the Iroquois.
1859- May 10th Ohio Incident: Clash of troops at Michigan-Ohio border, both sides believe the other to be invading and the battle increases to regiment strength before United Republic troops withdraw in good order to fortifications.
1859- May 12th: Governments begin talks amid poisonous public atmosphere. Accusations run rampant. Newspaper blame the other side and trumpet conscirpy theories. Both sides want a war. Further border clashes increase including naval battles on the Great Lakes. The Iroquois believe this to be the best time to drag back a rebellious state, while the United Republics believes it can take over the Ohio River Valley and lower Indiana lands lost during the Revolution.

He leaves a trail of utter destruction 50 miles wide behind him.
1862 August Sitting Bull and Red Cloud link up in mid Canada they march towards Ontario.
1862 September, Crazy Horse gathers up his light horse swollen by many volunteers irregulars and invades Indiana
1862 November, Crazy Horse reaches Ohio.
1863 January, General Sheridan is sent after Crazy Horse. The resulting campaign takes 6 months ranging from Indiana to west Pennsylvania.
1863 March, General Grant amphib lands his army from Wisconsin to Ontario Canada to face off the armies of Sitting Bull and Red Cloud.
1863 June Sherman reaches Michigan and realizes he cannot hold the state. He decides to retreat into Canada and link up with Grant. However John Brown had stolen a march on him and cut him off. Rather then surrender General Sherman leads his men reduced to a 1/3rd of their number, hungry, tired and tattered into the teeth of John Brown's army. He wins. Punching through but dying in the process. John Brown holds a truce to ship his body back with full honors.
1863 June, John Brown marches into Ohio pushing out General Sheridan. Watie attacks General Grant's positions from the rear. Grant rallies his men and Watie's army is shattered, General Stand Watie himself is killed by cannon fire. Grant turns over his body the other dead and the wounded to Sitting Bull.
1863 July Splitting his forces Grant holds off Sitting Bull and Red Cloud and reinvades Michigan. Red Cloud is transferred to met him and stops him just north of Tecumseh City (Detroit).
1863 August-December- skirmishes and minor actions, everyone reinforces.
1864 Febuary, John Brown attacks into Pennsylvania believing that if he can take the state that the Iroquois will surrender. Sheridan mets him short of Pittsburg, the resulting battle takes 5 days and sees John Brown dead and his army retreating, Crazy Horse takes command through force of personality and holds off Sheridan's counter attack holding Ohio
1864 April, Sitting Bull launches a mass attack to force the Iroquois army out of Ontario. In tandem Red Cloud attacks Grants position in Michigan tying him down. The offensive takes 2 months and gains ground but fails to dislodge either army. Using trench warfare Grant's forces bleed and hold off the enemy.
1864 July Grant attempts a counterattack as does Sheridan. It fails as badly as Sitting Bull's attacks.
1864 September negations start.
1864 November cease fire declared.
1865 January Ontario Treaty signed. borders are returned to pre-war lines.

Two points:
I'm going with Sunhawk's tech suggestion. You get three "slots" to research various categories: Navy, Army, Machinery (aircraft, new vehicles), Industry, Economy are what I'm considering now, not sure there's anything else that wouldn't fall under one of these five. Every quarter you get the chance of gaining a new "invention"; it could be something like the concept of tanks, geared drives on ships, an advance in chemistry that improves an industrial process or allows new medicine (which improves Permanent Casualty/Temporary Casualty ratio), or a new economic instrument concept that improves cash income from your Economy score.
The slots therefore represent the "direction" your nation's intellectual establishment is taking in finding new discoveries.
Second point; someone asked about allowing customizable ships. I'm loathe to introduce a complex mechanic into the game. But a "balance" scale in which players can customize a class of ships could work, if done simply.
With each type of ship save torpedo boats and destroyers, you have four elements: Firepower, Protection, Speed, and Range. You can have all four balanced or you can pick one or two to improve, but when you improve one you must make another inferior. If you improve Protection, then Firepower, Speed, or Range must suffer. If you improve Protection and Range then Firepower and Speed will suffer.
Thus you can customize your ship classes for roles you consider necessary, and in a nice, abstracted way that doesn't involve picking Upgrades or other elements that might complicate cost calculation.

Alright then here's my take.
It's to vague, to late and to much. Let dreadnoughts be dreadnoughts and if you want to play build a ship buy a simulator program or something. I'm sorry if that's offensive but frankly I'm starting to feel as if playing with the rules is becoming the game instead of actual STGOD. Now I'm willing to entertain some bits like canal bonuses and what not but adding an entirely new thing? Should be out of bounds.

Do we have to pay to upgrade the Navy or Army levels we have at the start of the game, or do those ratings only determine starting fleet and army sizes?
In other words, if my Navy 2 nation wants to commission its first run of dreadnoughts, do I have to spend money to upgrade myself to Navy 3 first? Or do I just need Navy 3 to buy dreadnoughts at the start of the game?
EDIT: Also, how extreme are the limitations on coastal versus ocean-going torpedo boats?

Army and Navy levels are game-start only. You don't have to "invest" in raising your navy level, you just build ships.

I'm working on a history for an alternate Imperial China as a great power. I just need to think of a point of departure: something that would jumpstart their reform efforts into something more like what Japan experienced during the Meiji period, and less like the flash in the pan that the Self Strengthening Movements turned into historically.
Beowulf, I assume you don't mind writing the Empire of Wa as giving my China a sound ass-kicking in its version of the Sino-Japanese War of 1894-5, right? That's going to be a fairly major event in the historical backstory.
