Watchmen - Dr. Manhattan = God?

#1 Watchmen - Dr. Manhattan = God?
It seems to me that, at the end of Watchmen, Dr. Manhattan basically became God. Did anyone else get that sense?

God-like but not quite a god.
Tachyons still screwed with his temporal perception, knocking out his 'future' sense and disorienting him in the present sense. He also, apparently, was not capable of altering time even though he knew what was going to happen, as he seemingly experianced every moment of his life simultaniously. After all he didn't stop the assination of JFK even though he knew it was going to happen and was more then capable of doing so.
