Your current build wants to be DPS but truth be told the only way to do DPS in a cruiser is to do a dragon flagship. I would look at the build I posted and try to get that done because that right there will boost your tankability 3 fold and your healing ability 5 fold while only SLIGHTLY reducing your DPS

RSP isnt worth doubling..... the effect isnt great enough and with a blue and a green Maintenance Engineer DOFF equipped you can loose the Eng Team 1 because the cooldown for Eng Team 3 will be at 15 seconds, which is the communal cooldown for the Eng 1 after you use Eng 3..... You NEED a tactical team. Any and all ships need it. It auto balances your shields, clears landing parties/boarding parties (theres a difference) AND increases your weps damage.... Also you NEED hazard emitters because it cleans plasma off your hull, which is SUPER shitty to have on when your fighting the borg and every hull counts, plus if your AUX is high enough your Hazards is a great thrown heal

Also Polarize Hull blows... not actually worth using outside Polarize 3, which only sci ships can use and even then its kinda shit... Transfer Shield Strength 2 is a throwable shield heal that also increases damage resists

Tac team is debatable, I never use it unless I expect to be boarded a lot. RSP doubling - agreed, it's not nearly as good as it used to be. Hazard emitters are a total waste if used on plasma fire against the Borg, because Hazard Emitters also clears off the Borg shield neutralizer. If you're not saving Hazard Emitters for that...well, yeah.
Also, Polarize Hull in a low-level science slot is amazing, because tractor beams can be an absolute death sentence at the wrong moment. You don't use it for the damage resist, you use it to break tractor beams and escape, say, that 150k-damage heavy plasma torp that's just been chucked at you and is about to hit before Fire At Will and your beams can cycle, or that tactical cube's warp core explosion eats you alive.
Also, I strongly recommend Fire At Will in place of Target Shield Subsystems. It both acts as point-defense, and simply gives you a damage buff if you're facing only a single enemy ship. As an added bonus, since you're a cruiser, it's good for taking attention off of squishy escorts from unengaged ships and focusing it where it belongs, on your tanky ass.

Alright, drop the RSP then. I think I'll keep polarize hull for the anti-tractor capabilities. If I can get the cooldown of ET3 to 15sec I'll drop ET1 and get something else there, so I'll need 3 more engy options. I'll do fire at will in place of Target Shields, and keep high yield and torp spread?
Firewalker says no to Sci Team but I've found it helpful. Anyone else with thoughts on it?

White Haven, I debate the point of Polarize. Its cooldown is too long. PLUS right now its not working right. All its doing is letting you move, its not removing the defense rating debuff right now. Next off Polarize's damage resist isnt worth it either and you get more milage out of a Subspace modulator from the Devidian missions then Polarize.
Hazards is just generally handy and is a GREAT ranged heal. If B4 were to run 40 weps, 70 shields, 30 engines and 60 Aux he would be one HELL of a tank-y heal boat
Fire At Will is a great skill, I love it but it can attract TOO much aggro on a target...

Making you move is the entire point, dude. Who gives two shits about the defense debuff, the inability to move is the real killer when there's a 'in one side of your shields, through your hull, and out the far side' heavy plasma torp closing, or a 'surprise! your everything fell apart!' tac cube warp core about to go bang right next door, or any of a number of other 'I need to be elsewhere very, very fast' scenarios. Donatra has tractor probes out and you're in the Green Field of Doom? Polarize and run.

I like the general jist of the skills. If you use a Blue Maintenance Engineer DOFF on space as well as a green one you only need one engineering team. Keep the Eng team 3. Its better. Aceton Beam 3 is OK, it doesn't work as advertised unless your weps power is over 75. Other then that you are looking like an incredible probe hunter for STFs.... The Sci team might want to be replaced with a Transfers (does more shield reg + provides a damage resistance bonus) and the Polarize with a Hazards (or flip the two). Experiment. Well I got one eng doff that is suppose to drop the cooldown of my eng team abilities. So I'll test that tonight and see how well that really works. As for weapons power, I'll have to doublecheck where mine is set but I'm going to have to increase my aux power for the eng, sci and tac teams I think so I'm going to have to lower my weapons shields and engines a bit to bring it up. I'll have to play around with the setup.

Auxiliary Power to the Structural Integrity Field III is one of the best Commander-level engineering powers in the game. A hull heal with a short cooldown, doesn't share a cooldown with Emergency to Shields OR Engineering Team, gives a damage resistance buff, AND it can be used on yourself or others. Take that over Aceton Beam any day of the week, IMO.
Consider using Emergency Power to Shields OR Weapons in place of Engineering Team 1.

its nearly impossible to get Aux to SIF III anymore because its a player trained only skill that no player because of the new skill system can train anymore... Luckily I have a VR BOFF I can let you use to train up I think... I will check when STO is back up after this solar flare crash

My Captain is now at level 34, and is in command of a Defiant-class escort ship. I bought the Sao Paulo ship because it comes with quad phaser cannons, which I feel are closest in form and function to the actual show's Defiant (I tried sporting a pair of dual cannons on a stock standard defiant, and was disappointed they didn't behave like I was expecting. Two streams of bolts go off in one direction, the other two go off on another angle - looks like shit. While the quad cannons aren't perfect, it'll do for my need for immersion).
This is basically the first MMO I've really played, and I've already spent a substantial amount of money on it getting some supplemental C-store purchases. I'm pretty happy with it tbh, there are some annoying things and a few areas I feel they could improve on, but the social aspect of playing with friends regularly makes up for that.
It IS hilarious though partying up with my buddies who are still at Lt Commdr level (except for one who got promoted to Commdr after our session) while I'm in the mid-30s level Captain. Wait, did I say hilarious? I mean bloody frustrating. We did one of the plot missions for the klingon arc, and it was basically a long slugfest. Three ships vs a squadron of around half a dozen, mostly BoPs, a few cruisers and of course, a big bad battleship. We have an even split so I'm tactical, and they're science (in a Nova) and engy (in a Connie). What I found was if they spent their time targeting me, my friends survived. The Defiant's tough but even so it doesn't last long under sustained fire from all angles. But it's good to have an engy who will extend shields, and a sci who will do debuff shit. It feels like a team accomplishing the mission together.

My tac's at level 50 now. But he's still only just started the romulan quest line. I have two alts, a sci and engy both at lvl 14.
