So does that thing add +15 to attributes on top of everything else even when unequipped and you have three other accessories loaded, or did the announcement mean something other than what I thought it did?

No, I would need a GMA. Plus, you would need to be in ronin/hardcore to get the box of sunshine otherwise it'll just be cast on you.
