Alright, not sure how that scene between Argent's shadows and Luminos' lightburst would have worked better, so I played it as I thought it should have done - he didn't get through Argent's shadows right away, and he was tired after he was done.

One minor note, and I'm no particle physicist so I can't go into much greater detail than this... but as I understand it a Photon and an Electron are very different things.

Actually, they share a lot of similar properties, and to be rather precise, they are very interlinked. Electrons create and are affected by photons in a very real sense. Consider, for a moment, that this is how visible light can heat something up. Photons slam into electrons and excite them, and as the electrons drop back down to their regular state, they re-emit photons of different frequencies, quite often in the thermal infrared range, which then goes and excites the electrons of other atoms and molecules, and so forth. Of course, the excitation has another effect, which is causing atoms and molecules to bounce around faster, but that's another story.
Short version, it pays to remember that photonic control means more than just manipulation of visible light, as photons have a wide range of frequencies outside of the visible light band, and being able to control electromagnetic waves would bring with it the ability to manipulate electrons in, at a bare minimum, an indirect fashion.
For example, to heat up a room to avoid detection from thermal scanners, it would require control over thermal infrared frequencies. However, one way to fill a room with a specific frequency would be simply to manipulate the visible light spectrum to excite the electron shells of the air to emit the desired thermal wavelength.
Or, short version, it's not overly powered with his set, he won't likely be disrupting people's brains anytime soon, so I don't have a big problem with it. ;)
