That and Bureaucrats who would tell you that sticking to proper procedure is always more impotent then anything else. Makes me wonder how they ever managed to conquerer Byzantine, Yugoslavia and Spain.

Byzantine was in a really weak state after a long time of decay. I think the Spanish conquests were before the Incoherence of the Philosophers. Hell if I know about Yugoslavia. Maybe they couldn't stop fighting each other long enough to fight off invaders.
