Veto Power and Line-Item Veto

To be honest, I'm not sure if this would belong more in the Politics forum, but here goes:

Assuming a system of constitutional government similar to that of the United States, if the executive had the power of line-item veto (that is, to veto an item or group of items from a list of provisions in a bill, while accepting the remaining provisions and signing them into law), would it tilt the balance of power too far in the executive's favor?

Do we assume an Executive with only the powers granted it by the Constitution, or by the powers of the Executive as it stands now?

As it stands now, especially under Bush, it's too powerful. Even without a Line-Item Veto.

A harder call, but I would side against Line-Item-Veto, as it hobbles Congress' power over the purse.

To put it bluntly if you can't stand the idea of someone you hate with that power, you should consider that no one be granted that power.

What a line-item veto would essentially do is two fold. Neuter congress and rape the minority party.

The legislative branch would be rendered useless because the executive branch would essentially be able to cut out key portions of a bill, like the parts allowing for enforcement, and entire swaths of the budget.

The minority party would get screwed over because the president could line-item veto the portion of the bill they fought hard to get included through compromise, effectively turning us into a one-party state.
