FIGHT!

Ra's al Ghul
The DC Comic's equivalent to James Bond villain, Ra's al Ghul is an eco-terrorist whose goal is a world in perfect environmental balance. Armed with vast wealth, loyal followers, secret organizations like the League of Assassin, and his own genius-level intellect, Ra's will stop nothing to achieve his goal, including eliminating most of humanity if he has to.

Lex Luthor
The founder and CEO of LexCorp, Lex Luthor is the most powerful man in Metropolis both financially and in the world of organized crime. He is the third richest man in the world, the 43th President of the United States, and the main enemy of Superman. Having fought his way up from lowly beginnings, Luthor is a man driven to be the best.

The Premise
When LexCorp manufacturing plants around the world start increasing Earth's pollution rate significantly, al Ghul is determined to stop it by any means necessary. The conflict between Lex and Ra's gradually escalates until the two men realize they simply cannot co-exist with each other.

Eventually they seek to eliminate each other, using any means from brute force to manipulation. So who'll eventually win? The corporate white-collar criminal, or the Bond villain?

Here's the cover story.

Some time ago DC released miniseries called President Luthor, where Lex defeated both Bush and Al Gore in the election. IIRC the miniseries has been made into TPB as well.

Yup. Talia was the CEO of LexCorp when Lex went for Presidency. Of course, in the end, she sold LexCorp to Wayne Enterprises. Talk about pawnage!

Talia sold LexCorp to Wayne Enterprises shortly before Luthor exposed himself as a Supervillian (surprise surprise) to the world, by threatening some war or something.

Talia is no longer head of LexCorp, she, along with her older sister, now run the Society of Shadow and the League of Assassins in the wake of Ra's al Ghul's death after the Tower of Babel incident.

Doesn't this mean Lex wins by default on account of still being alive?

This is comics. Being dead just means its a special issue when you show up alive with a convoluted story to explain how you survivied/were ressurected. Only Arkham Asylum has harder time holding onto people than comic book Death.

Ra's has the Lazurus Pits, though. One dip and he's back, right?

Or was the Babel incident more permanent (no body left)?

So if Luthor wanna' kill Ra's permanently, he's got to destroy each and every Lazarus Pits around the globe. Of course, Ra's is out for him as well.

Unless things changed since 'Tabula Rasa' all the Lazarus Pits already are destroyed.

True enough I suppose.
And I haven't the foggiest. Both are brilliant, both are ruthless, and neither will balk at anything to achieve their goals.
I'm marginally inclined to give POTUS Luthor the advantage, as he has the entire DCU US and its resources at his disposal while Ra's was on occasion reduced to having to sell drugs in the streets of Gotham to refill his coffers.
I don't see Lex having any financial problems much.

shortly after No Man's Land, Ra's started selling a alchemical changed version of the Lazarus Pit in Gotham, in order to rebuild his coffers.
