Very simple....

Time Frame: Robocop 2 (Batman as of Tower of Babel Incident)

New Detroit is in trouble, the designer drug Nuke floods the streets, the Police force are on strike, thus putting the number of law enforcement onthe street at a all time low, and New Detroit has six months till they default on thier loans, and Omni Consumer Products gains control of the city, to tear it down to build Delta City.

Enter: Wayne Enterprises. Bruce has heard of the troubles plauging New Detroit, and has set his best minds to help the city, and even come to oversee the Wayne Enterprises projects.

Of course, with Bruce Wayne, comes Batman.

For this scenario, Batman has access to a Batmobile, the Batwing, and a "cave" of sorts, which includes everything he could possibly desire. He will not involve the JLA in this, as it's a personal project. Robin and Nightwing are handling things for him in Gotham while he's away.

So, What can Batman and Bruce Wayne do, to aleiviate New Detroit, and turn the place around....or is it to far gone?

I take it that
a) anything I could wish for doesn't include the JSA (presumably for the same reasons I don't just get out the bat cellphone and call Clark),
and
b) I can't for some reason or other simply buy OCC.

a) no JLA or JSA, stated in the OP, Detective.

b) If you think they would allow you to do a buyout....remember, on this timeframe, the Old Man is still alive and incharge of OCP, thus he won't sell out cheap....and OCP is a major power in the coporate world , probably as much as Wayne Enterprises is.

1. Actually the OP doesn't mention the JSA at all, I just wanted confirmation the rest of the guys are out for the same reason (just for the record I agree the 'personal reasons' would include them right out (NML comes to mind)), and take another (obviously failed) stab at being funny.
2. How does OCP compare to a modern-day 'mega'corp? Even before my takeover of Lexcorp I could probably have bought Microsoft out of petty cash.

OCP dwarfed Microshaft, ifI'm recalling right. They had the plans to buyout, tear down New Detroit and construct a brand new city in it's place. Can Wayne Enterprises do that, even after you bought out LexCorp?

Without noticing I'm afraid. Wayne Enterprises did basically the same in Gotham, and did it more or less as a good-will gesture. Compared to Wayne Enterprises or LexCorp, MS is a kid selling homemade lemonade on the sidewalk. Yes, it's that bad.

But Wayne Enterprises didn't do it alone, it actually took Luthor (after ALOT of behind the scenes from Lucius and Bruce) to get it done.

And even after NML, during the year of rebuilding, Wayne Enterprises wasn't alone, but one of many megacorps involved in rebuilding, one of which was sabotaging thier own projects to get the insurance to pay for thier losses, and trying to frame a OG for it.

Microsoft is, admittedly, small fry, but I'd put OCP at least as close as LexCorp and Wayne Enterprises in money scale, mostly because they planned on footing the bill to tear down and rebuild the city, after they managed to buy it all up.....
