#1 Who's your favorite villain?
Believed or not, mine is not Palpatine or Vader, and not even Hannibal Lecter, but Emperor Commodus from the movie Gladiator.
Yes, he's probably the most appaling character ever; he is sadistic, ruthless, childish, and pathetically coward. Unlike Palpatine or Lecter, there's nothing admirable about this guy. He's someone you would spit right on the eye.
But behind all the facade, deep down inside, all he want is being loved.
Failing to obtain the love of his father, he turns to the people. He tried so hard to be loved by the people, and although he was a ruthless bastard who murdered the Senators, there's a chilling impression during the movie that his attempt to please the people is sincere. Love, he just wanted their love.
My second favorite villain is Francis Dolarhyde from Red Dragon; yes, he's a schizophrenic psychopath who suffered from extreme low self-esteem (man, you should read the book. I repeat, the book, not the movie!)

He was disowned by his mother since birth. He loved his grandmother because she's the only one who's willing to adopt him, but she's also the one who continously berated him to the point of making him went insane.
And the most touching part of Red Dragon is when Dolarhyde found Reba, his true love. It was Reba who gave him the love and appreciation he had been longing for. Dolarhyde actually tried to overcome his insanity for her sake. Alas, he failed. But although the murderous side won, he still managed to formulate a plan to save Reba's life from himself.
Having watched Gladiator and read Red Dragon, I believe anyone raised in a happy family should be thankful for that fact.

there's been so many..
but, if I must choose...
the Shredder from TNMT (the original TMNT, not the perversion that is the current cartoon or the movies). He was a badass ninja master who had the Technodrome. That right there was badass man.
Baring that, the Joker, he was brillant, if demented.

Tim Roth's char (forget the name) in Rob Roy.

Al Bester. Favourite villain because he does all manner of things to people to either hurt them, manipulate them, or kill them, but in the end he works towards keeping his people safe. I get the feeling he's really a 'believer' in the Psi Corps, which is what makes him dangerous.

I've got a bit of a soft spot for Dr Fu Manchu in The Fiendish Plot of Dr Fu Manchu.

Lecter. It would be Dr. Evil, but I don't think you can really classify him as a villian. Comedy villians shouldn't really count .

I dunno, he was wasn't very well developed in the book, plus he got offed by Gwydion in the first book. In the (mediocre at best) film, he was just kind of a Skeletor knock-off. Bill, from Kill Bill: character is extremely well developed, and I like a guy who can go toe to toe with the protagonist, instead of just watching omnipotently from his throne.
Runners up:
Anotsu Kagehisa: Blade of the Immortal you hate him for what he's done, but you find yourself agreeing with his goals, and respecting it on some level...and then, you can't hate him...or can you?
Griffith: Berserk amazing character, just, y'know, power-hungry and evil...and later a demon.

Out of curiosity, do you mean the movie or the books?
Coincidentally, I just finished re-reading the entire quintoligy...quinta...all five books, then rented the movie. Those books are still great, even though they're meant for younglings...and are very similar to Lord of the Rings.
