Police my ass, give me 20,000 for duty in Baghdad and another 10,000 for Somalia. That fucker is a replacement for peacekeepers not cops!
And to be frank as scary as I find the idea of putting law enforcement or peacekeeping in the hands of robots, replacements for the current blue helmets are deeply needed. We can be sure that Al here will never engage in a food for sex with children bit after all.

Rheonix, actually upgrading Havoc's character wouldn't be impossible. Hard to accomplish, yes. Time consuming, expensive, unlikely in the near future? Definately. But not impossible.
After all, he is an AI controlling a robot. Give the 'bot a new body...

Ah, even better - I was worried about the design than upgrades to XP and such would be much harder to implement for his character.B4UTRUST wrote:Rheonix, actually upgrading Havoc's character wouldn't be impossible. it'll take him longer to upgrade than the rest of you. 1, due to his very nature and being not neccessarily trusted. You don't spend your budget on giving bigger and badder weapons and armor to something that you don't trust not to turn around and kill you with them. 2, the difficulty in either manufacturing a new chassis for the AI to inhabit since Omnicorp(the largest worldwide manufacturer and designer of advanced robotics) is no longer around. Trying to piece together components from disabled or destroyed Omnicorp mechs might prove a viable option, assuming one could locate an engineer or tech who could successfully repair/create the new chassis from the scrap and spares. 3, if he starts off at current level he is(and notice the quotes here, people) "a bit" higher powered than most of the others.

Legion V 2.0
-Basically turned him from Rogue/Sylar to Parasite (DC Comics)
----------------------------------------------
Codename: Legion
Real Name: Classified
Height: 6'4"
Weight: 235 lbs
Hair: Brown
Eye Color: Brown
Race: Caucassian
Build: Slender - muscular.
Physical Levels: Olympic level endurance, strength, and reaction speeds
Apparent Age: Late 20's - Early 30's
Real Age: 54
Affiliation: Brotherhood (Disbanded), The Guard (resigned), Bureau of Metahuman Affairs (Currently Assigned to work with Ultima teams)
.:History:.
***Subject Early History classified; Department of Metahuman Affairs Project: Gladiator***
In 1980's made his appearance on the world scene as a member of the Brotherhood, one of the precursor groups to Genocide, using the name Drain. He worked as a double agent within the Brotherhood for a undisclosed Governmental Agency, helping to assist in their eventual downfall and dissolution after a assault by U.S. Striker and the Smashers. Legion, taking a new name, signed up for the Atlanta based Metahuman group The Guard during the 1990's. Legion resigned from the Guard shortly before the attack by the Black Aeon, going to work directly for the Department of Metahuman Affairs.
******Subject History 2000 - 2010; Classified Department of Metahuman Affairs Above Top Secret*****
As of 2010, Legion has begun interagency work between the Department of Metahuman Affairs and the Ultima Bureau.
..::Quirks::..
From extended and sometimes prolonged usage of his powers, Legion sometimes speaks in plural form.
Legion's facial structure appears to be very standard, as if he could be almost anyone.
Legion tends to favor his right leg on occasion, though there is no known medical reason for this.
Legion's powers sometimes causes a release of dopamine and other endorphins, sometimes causing a association of using his powers, and euphoria.
..::Powers::..
Origin of Powers - Government Genetic Experimentation (Project Gladiator), Natural Mutation
.:Accelerated Healing:.
subject is capable of accelerated healing of most injuries. Cuts and mid-depth lacerations are healed in seconds, broken bones mend within a few hours, even some organ regeneration has been witnessed. Only major injuries take a extended amount of time to heal, and even those are significantly quicker than most normal humans. Because of this accelerated healing factor, the subject does not get sickened by disease, and mild forms of chemical attacks do not affect him, and the effects of aging are slowed considerably.
.:Power Absorption:.
Subject has the ability to absorb the energy, superpowers, and memories of others through physical contact. This is due to the fact the subject extracts both a small bit of DNA and the life force of his victim, and incorporates it into his own. When used against a meta-human, Legion temporarily gains their powers, while used against baseline humans Legion's physical abilities become peak human. Legion also absorbs his target's memories and their personality. This is dangerous as particularly strong personalities could overwhelm Legion's own personality, and take temporary control. This "boost" eventually fades as noted below.
Legion's absorption powers have a built in limiter, one second of contact with a target allows him six minutes of that target's powers. His absorption power cannot cause death, at worst only a prolonged coma as the target's life force regenerates (this is only due to prolonged absorption of the target's energy). Against true baseline humans, one second of contact is enough to cause heavy dizziness, while one second of contact against a Meta-human will have varying effects.
..::Equipment::..
Springfield Armory M1911A1 (Modified)
.45 calibur automatic pistol modified to allow a "burst auto" mode - a three round shot fired in rapid succession - and recoil suppression. Uses extended 20 round clips. Two such pistols are carried on a chest bandolier, with multiple clips stored on the contact suit and bandolier.
Contact Suit
A suit of body armor composed of two-inch-wide circular discs that overlap like scale armour, covered by a matte black finished titanium/kevlar weave with additional ceramic plates protecting vital areas. The discs are composed of a silicon carbide ceramic matrices and laminates, much like the larger ceramic plates.
The suit includes a pair of easily removable gloves made of the same material as the body armor, minimizing exposed skin which may come in accidental contact with allies.

so going over the team...
we've got no defensive powers, and no movement power, aside from the one flier.....
I feel for us when we come up against a speedster or a big hitting team.....

Yes, my regen would be off the charts without the fusion plant. However, that fusion plant is never going away. It's as low-dose as it's ever going to get. It's not like the adamantium that can be pulled out, I mean MAYBE the GM could pull some magical nonsense to douse it but I find that unlikely. So my "gimped" regen is as powerful as it's going to get, and from here on out it's only going to get much weaker as my blasts get stronger. So we're still left with Both of us having two powers. Regens are equal but our second powers are vastly disproportional in your favor.Dark Silver wrote:My character came around first though......everyone else with regen is stealing from me.
That's my story, and I'm sticking to it.
Edit:
And actually, your regeneration is a lot better than mines. Your regen is constantly rebuilding your body from being killed by your fusion plant power. without that fusion plant eating you alive, your regen would be off the charts, wolverine style (similar to how Wolverine's Adamantium skeleton prevents his Regen Factor from working at full strength).
Legion's is at a set limit, unless he sucks someone else's wanked regen factor, which heals Legion and keeps him from getting aging at a normal rate, keeps him from getting sick, and a few other things. His regen right now, and perhaps permanantly, is no better than your GIMPED regen.

Alright....if the regen becomes that much of a problem
I'll drop it, and i'll use the second slot to fill a needed role for the team.

I don't want you to drop it completely at all. I just feel slightly cheated by it. But I have been reminded that I have large blasts of death and stuff waiting for me so just ignore me.Dark Silver wrote:Alright....if the regen becomes that much of a problem

Well it's not a defensive power so to speak, but the primary attribute of my character is durability, the capacity to take unconscionable fire and continue fighting. Part of XC-001 Alpha's basic combat programming is to employ its own armored, shielded, multi-ton frame as a shield for less-durable members of its unit (originally presumed to be police or SWAT units), as well as to attract enemy fire towards itself while others engage from directions that are not in the exact line of fire. It has sufficient firepower, size, and impositional capacity to force the enemy to engage it, and hopefully enough durability to survive long enough for the entire group to take down whatever the target is.Dark Silver wrote:so going over the team...

Better they be shooting at the three ton war mech than at the guy in a T-shirt.
Gaze upon my works, ye mighty, and despair...

..::Powers::..
Origin of Powers - Government Genetic Experimentation (Project Gladiator), Natural Mutation
.:Speed:.
Legion has the natural power of Increased Speed and Reflexes. While not as fast as most other Speedsters, Legion can reach a top speed of 100mph with enough room - and maintain the speed as long as he can physically possible (as long as his endurance can hold out).
--Because of his natural Speedster abilities, Legion has superhuman reflexes and endurance - though these remain at the lower end of the Superman scale.
.:Power Absorption:.
Subject has the ability to absorb the energy, superpowers, and memories of others through physical contact. Unfortunately, his Absorption powers are also limited compared to those born with the ability.
(Notes: Legion can only make use of one stolen power set at a time. His absorption doesn't stack between targets. Also, the effects of the stolen power are only 75% of what they were in the target, due to the foreign DNA and energy co-habituating his body. Memories will still fade after the normal time-limit.)
--Sub Power - Slowed Aging: A offshoot of his Leech Abilities, Legion's aging has slowed somewhat due t the influx of new DNA and Life Energy when he uses his powers. This is a minor effect, and allows him no bonuses beyond what relative youth would allow.

Alright, Firewalker, if you think you can handle the game I'll let the character in. Havoc's revised sheet is approved, metakiller ammo and all. You guys will probably need it if this shapes up like Team Collateral Damage again...
DS, I expressed my reservations about speed/leech combos earlier today. Even if it's a minor speed boost compared to a true speedster primary power, the leech/speedster combo allows for far to easy of abuse. Same reason I didn't allow you to have even minor teleportation dispite a good need for it in the group.
If you had wanted to go with a more defense power like force shields or somethign smilar then we can talk. A good defensive ability isn't a bad idea. Just not going to allow a speed/leech

If you had wanted to go with a more defense power like force shields or somethign smilar then we can talk. A good defensive ability isn't a bad idea. Just not going to allow a speed/leech

This team is overly offense-heavy, so as much as I like my concept of the Desert Wind (Air & Fire elemental), I'm going to make a new character to help fill in the gaps a bit better.
I should have it posted later today.

As of 2010, Legion has begun inter-agency work between the Department of Metahuman Affairs and the Ultima Bureau.
..::Quirks::..
- From extended and sometimes prolonged usage of his powers, Legion sometimes speaks in plural form.
-Legion's facial structure appears to be very standard, as if he could be almost anyone.
-Legion tends to favor his right leg on occasion, though there is no known medical reason for this.
-Legion's powers sometimes causes a release of dopamine and other endorphins, sometimes causing a association of using his powers, and euphoria.
-Legion tends to shy away from physical contact, even when in his Encounter Suit.
..::Personality::..
Legion is possessed a serious demeanor when on assignment, performing his duties efficiently and with attention to detail. He is a amiable person when not involved with a mission, and is usually well liked by those he works with. When in his "civilian" clothing, Legion tends to dress fashionably for the current and occassion, from three piece suits, to t-shirts and blue jeans - though even in his civilian clothes he tends to cover as much flesh as possible.
..::Powers::..
Origin of Powers - Government Genetic Experimentation (Project Gladiator), Natural Mutation
.:Force field Projection:.
Legion is capable of mentally projecting force fields. These force fields can be shaped to his imagination, but can cover a space no more than 100sqft, or a bubble 10' in diameter. These force fields require at least some form of concentration from Legion to exist - the stronger the force field, the more concentration is required.
.:Power Absorption:.
Through Project Guardian experimentation and genetic modification, Legion has gain the ability to absorb the life force of a target. This ability activates by touching a living target's bare skin. With the contact, Legion's body will absorb a small portion of the Target's DNA, and begin to siphon a portion of the target's Life Force, as well as copying their memories, and portions of their personality. When used against a baseline human, the absorbed energy will boost his body to Peak Human Limitations. When used against a Metahuman, Legion will copy their individual abilities.
Unfortunately, due to the foreign nature of the Life Force Energy, and the imperfect techniques utilized to give Legion this ability, the powers he gains by this technique are not as strong, only equaling 75% capacity. Legion, unlike natural Power Absorbers, is only capable of handling the powers from one target - should he attempt to use his Absorption powers against another target while playing host to another, the second target's abilities will replace the previous stolen powers.
Legion's powers come with a built in limiter, one second of contact with a target will equate to six minutes of power up, on average. Dependant upon use of the gained energy, it may be less, but rarely longer. Legion's powers will never cause death - His powers will not work when there is insufficient Life Energy within the target. Affects of the Power Drain upon individual targets vary - one second of absorption from a baseline human will result in weakness and heavy dizziness, while one second from a metahuman may result in a momentary weakness or light headedness. Once the time limit has been reached, Legion losses access to not only the powers of his previous target, but also their memories.
--Sub Power - Slowed Aging: A offshoot of his Leech Abilities, Legion's aging has slowed somewhat due t the influx of new DNA and Life Energy when he uses his powers. This is a minor effect, and allows him no bonuses beyond what relative youth would allow.
..::Equipment::..
Springfield Armory M1911A1 (Modified)
.45 caliber automatic pistol modified to allow a "burst auto" mode - a three round shot fired in rapid succession - along with flash, noise and recoil suppression. Uses extended 20 round clips. Two such pistols are carried on a chest bandoleer, with multiple clips stored on the contact suit and bandoleer.
Encounter Suit
A suit of body armor composed of two-inch-wide circular discs that overlap like scale amour, covered by a matte black finished titanium/Kevlar weave with additional ceramic plates protecting vital areas. The discs are composed of a silicon carbide ceramic matrices and laminates, much like the larger ceramic plates.
The suit includes a pair of easily removable gloves made of the same material as the body armor, minimizing exposed skin which may come in accidental contact with allies.

:: Physical Bio ::
Name: Matthias Sevelis
Alias: Templar
Age: 26
Ancestry: Adopted; parents unknown
Physical Description: A tall man in very good physical condition, with darkish silver hair. A side effect of his being a meta means that his eyes and hair are always a greyish color.
Affiliations:
Special Field Agent of Ultima, still in good standing.
:: History ::
His abilities manifesting when he was eleven years old, Matthias' body hair and eyes slowly changed to a stormy grey color as he went through puberty as a side-effect. At first, hearing and feeling others' emotions and thoughts whether he wanted to or not made him feel overwhelmed, but loving friendship and support by his childhood friend Amy helped him through it. Matthias had helped her through her horror of being molested by her father, and being forced to watch as he did the same thing to her mother some years earlier, forging a strong friendship between the two.
In many ways, she became his moral compass, as he was often tempted to abuse his abilities - especially in school, where copying the answers on a test from the mind of the smartest person in class was almost too easy. He finally bragged to her about how he could sleepwalk in class and still get A's on every test, and how nobody seemed to be able to tell. He was absolutely delighted with it, talking the whole walk home about how powerful he felt because of it - he didn't even notice her complete silence the whole way home until they got to her house. She simply put one gentle hand on his cheek, and looked directly into his eyes before speaking the words that stunned him to this day. He could a small tear in her eyes before she spoke; and though her voice shook, she said it. "All the power in the world doesn't make it right, Matty."
With that, she went inside without even saying goodnight. He stood at her doorstep in shock for about fifteen minutes before shaking himself out of it and going home. He never cheated on a test ever again after that night.
It was when he and Amy were sophomores in high school that his entire life was shaped more certainly than by anything before or since. He and Amy parted ways on their walk home, as they always did; her to her house, and he to his, as they both had homework that night.
He was walking along the side of the street, as he sometimes did when a car full of football jocks raced by, weaving somewhat through the city streets. Matthias could feel that they were drunk, and horny - and some of their surface thoughts revolved around "that mousy bitch who never puts out."
Not making the connection, he kept walking home. He was in the middle of his homework when he felt Amy's fear, and soon after, her pain. Again, he didn't think much of it, thinking that if it was something serious, Amy would call him - she probably just cut herself or something.
The next morning, he walked over to her house... and felt his blood run cold when he saw the front door ajar. He ran into her house, looking all around, until he saw her body in the bathtub. She'd cut her wrists, bleeding to death within minutes. A note near her body said only "I'm sorry - I couldn't take the pain anymore," next to a bottle of sleeping pills and a kitchen knife.
The police report stated that she'd been forcibly and brutally raped, but had little DNA evidence to make an arrest. More accurately, the one DNA sample that was retrieved belonged to Charles Harbeck, the eldest son of the wealthy industrialist George Harbeck, the school's football team's star quarterback, and official Big Man on Campus. The only arrest made was Matthias himself, though he was let go once his DNA didn't match. No further arrests were made.
One week later, Charles Harbeck was found in one of the school's bathrooms, dead on the toilet. The bathroom stall door looked as if it had been sliced off on both sides with a surgically-sharp instrument that left no marks. Significant amounts of dried blood were found in and coming from his eyes, ears, and nose. An autopsy report indicated that it was as if his brain had been electrocuted from the inside out. Though he's never heard anything about this from any authorities, or even seen anything about the incident since became a member of Ultima, he swore that was the first and last time he would use his power to kill.
In that year, as he was grieving the loss of his closest friend, and girlfriend, he resolved to uphold her ideals as his conscience. The fact that she always looked for the best in people, despite what her father had brutally and often done to her during her formative years. She always gave someone a chance, and she would never cheat or lie to anyone. As be fully blamed himself for her death, having seen and felt the signs and still foolishly done nothing, he resolved to hold her ethics dear to his heart, so as to never forget her, or what she had meant to him.
To this day, it is her memory that inspires him the most to do the right thing, even if it isn't the easiest thing to do. He was drafted by Ultima shortly after he graduated high school, and has been a precise, reliable, careful, and motivated agent for them ever since, fully believing in his mission of making sure those who weren't born a meta shouldn't have to fear those that were.
:: Special Equipment::
Normally dressed in a sharp business suit with a light grey shirt and black tie, Templar really does look like a clean and pressed special government agent. He carries a taser-stick on him for defense, but no other weapons.
:: Powers ::
Whenever Templar places strong concentration on any of his abilities, the irises of his eyes seem to boil and churn clockwise. This does not impair or affect his vision or concentration, nor is it immediately obvious; but is a sign that at least one aspect of his abilities is being actively concentrated on.
Psionics:
Being a power of the mind, Psionics all require at least a small measure of concentration, logic, and planning to use properly. The sole exception to this is his Mind Blast ability, which he keeps a tight reign of control over as a result. If he channels too much emotion into it, it can cause physical damage in addition to simple unconsciousness.
- Able to sense surface thoughts and emotions of other sapient beings in the general area without trying.
- While actively concentrating, Templar may sift through an individual's memories, though this is not something that can be done without the subject's knowledge; the subject relives all those memories (complete with emotion) at high speed while the "sifting" is taking place.
- Able to implant suggestions, though the more against the person's nature the suggestion is, the more likely they will resist and/or become aware of it.
- Using his telepathic sensory abilities, Templar is able to predict the movements and actions of his opponents in a conflict, able to sense what they will do right before they actually do it.
- Subject is capable of aiming a "Mind Blast" at a singular individual. The effects of this are to temporarily overload the individual's consciousness, temporarily causing unconsciousness for a period of approximately two to five minutes.
- Able to emit "psionic static" in the general area that affects individuals as follows: makes concentrating on any task difficult; raises difficulty of any other psionic abilities to succeed (except his own). He can make a selective number of "exceptions" to those effected, but doing so requires more concentration to keep the effect active.
- Able to cause "false perceptions" in single individuals, making them not sense certain things, or causing them to sense something that isn't actually there.
Telekinesis
Driven by raw emotion rather than planning and forethought, this power takes effect mostly in terms of telekinetic shields, and attacks made of shaped kinetic force.
- Able to generate kinetic force to affect an object or person, allowing him to throw objects, accelerate its kinetic energy, or decelerate its kinetic energy.
- Able to effectively reduce the momentum of an object's kinetic energy to zero by effectively creating an equal and opposite force directly in front of the object. At higher speeds, this tends to be unhealthy for the object being stopped.
- Able to use "planes of force" as a sword, or as claws, depending on how much raw anger he channels into this ability, and how restrained he is at the moment. These planes of force are effectively two-dimensional, and are quite capable of cutting right through material molecular bonds.

ok... spoke to B4, got some info.
PCs are in Chicago, working out of the Chicago Office.
Each of us got/will get a message to report to the Office for immediate briefing by our supervisor (and thus get to meet the teammates).
B4 says that any other questions should be directed to me, and I may phone him to bug him about them. He is currently helping his cousin move

Alright, can we get our supervisor's name for RP? I'm all anxious to make the intro post, especially because Havoc cheerfully already made a splash in the game.

Hawk works well. My appologies. I ended up getting drug out to go help my cousin pack some of her stuff up so we can move it tomorrow. I'll try to move it along.

The image I have posted now is what my character's outfit approximately looks like. The pads on his shoulders and legs are black, as well as a trim of black around his mask, there's no symbol, he doesn't have a goatee and his hair is a bit longer.

Ok, since my work internet connection is blocking most sites I can use, here's how I would describe Agent Templar right now.
If you've seen Final Fantasy: Advent Children, think of Rufus as a basis for him. He wears a nice charcoal-grey suit, with slightly darker hair and eyes. He has ightly tanned skin, and his hair is cut to be short, and usually combed back, but it sticks up a bit. He wears his sideburns a bit long. Overall, his appearance is neat and clear-cut, and apart from the odd hair color, could be the ubiquitous FBI agent.
