According to Xenology the eldar have the right bits. Breeding with them would be impossible. Intercourse however, quite possible. And, marines have the parts, but only the Salamanders (and possibly the Raven Guard, who also live among the people of their homeworld, though there's no information about them having wives) seem to make regular use of them.
Of course, really old fluff had half-human half-eldar, but I blame warpdy accidents for that.

The biggest problem I forsee in such is not so much affection(Marines, while deadened somewhat emotionally, seem to have strong emotional bonds with some people), but.. Well, let's call it volume. Humm. Not sure I get you. If you're talking about volume, I don't think marine enhancements would actually improve their size there. Just like the head, there's not much muscle on there, and certainly nothing the Emperor would really care to improve.
