Only when they can't find any military targets, so far as I've seen. Playing as Russia against the US let me smack them down easily, as they fired ICBMs first and my subs and remaining bombers were able to take down their silos, but only my cities were hit - they had no other targets to nuke.

EDIT: Come to think of it, maybe they do even then. My Siberian airbases were in range of their radar station in Alaska and they weren't hit at all. Of course, since the ICBM strike was in response to my massed bomber assault, it may have figured there was little point.

Well, I was playing Europe vs Russia (as Europe). Given that the forward defense line by necesscity has to be right in each other's face... They only hit the forward radar bases and one air base and poured out their arensal to attempt to hit my cities. (I lose 12.2 million vs their loses of 69.2, most loses in Spain). My first and Second wave was concenrated on their defenses and on Moscow and Leningrad. Once their defenses were shattered the ground silos were flushed out on civilian targets.

I was playing as Russia against Europe this morning, and in that case they did mostly concentrate on taking out my military installations. I only managed to rack up about 22 million kills, mostly against targets in Eastern Europe. (I only hit one target in the West - Manchester for 3.6 megadeaths), but my cities weren't hit at all, except for Leningrad which took 3.6 million casualties in an attack on a radar station just on the other side of the border.

I played as Russia vs. the US not too long ago and got massacred. They went straight for Moscow and the other big cities and scored a bunch of hits, even though I had I think 4 silos defending them, maybe 5. Even worse, I couldn't launch a substantial counterstrike because I lost most of my fleet, including all of my carriers so I couldn't scout and find many radar stations. I took out a bunch of their silos on the coasts with my subs as they first struck, but none of my efforts to take anything out in the interior were successful. Once the victory countdown started, I launched everything I had left at civilian targets and managed to hit a few.

I haven't actually played against anyone yet. Does anyone know if two demo players can play against each other? I'm thinking about buying it eventually, but I want to know if I'll be able to play with my friends once I convince them to download the demo.

As I just did - another Russia v Europe. I won, managing to take out all but one of his silos; however, his subs did some major damage to my cities. But once I dumped ICBMs on him the game was over.

Narrow victory as NA vs Africa. Africa seemed to possess the magic Atlantic fleet that never runs out of bloody ships. All well, my ground based fighters fought off their navy bombers and masses Silos on the coast held off their subs. That's when they ground launched the fun began. NYC? Gone. D.C? Smoking hole in the ground. Boston? Manhatten? All hit. However their launch told my sub forces and my lonely Pacific fleet where they were. Couple of launches and bombing raids later, Africa lays defenseless. Just so y'all know... I have no mercy. East Africa has ceased to exist and my ICBMs open up. I hope no liked freetown or Cairo.

45.6 million dead Americans vs 59.0 dead Africans. And worst news? LA was untouched.
